Are LASTMA officials authorized to arrest okada riders for not putting on helmets?

The scene at Allen roundabout this morning was indeed an eyesore and should be avoided as such scenes are capable of resulting into fatalities.

 

I thought it was the Federal Road Safety Corps that had the right to enforce safety policies from seat belts to making calls while driving and to crash helmets for okada riders.

The need to stick to stipulated rules of engagement at all times cannot be overemphasized especially as such avoidable scenarios where an agency tried to do the work of another may lead to serious fights that may in turn lead to avoidable fatalities.

LASTMA officials, police men (regular and mobile), okada riders all over the place on a Tuesday morning?

Doesn't look good.
